Karen Adkins, Executive Director
Karen Adkins is the founding Executive Director of Baltimore Outreach Services. She holds a Master’s and Doctorate in Social Work, and has more than 30 years of experience in clinical practice and teaching. Her expertise provides the resources needed to develop comprehensive programming for shelter residents and training for shelter staff in working with clients with complex problems.
Donna L. Rich, Deputy Director
Donna is a non-profit professional with more than 20 years of experience in management, administration and fundraising for non-profits and government agencies. Donna has a Bachelor’s in corporate communications and a Master’s in non-profit management. Her responsibilities include developing partnerships with individuals, businesses, non-profits, and government agencies to support BOS’s programs to provide housing, education, and jobs to homeless and impoverished women and children.
Linda Scott, Shelter Director
Linda Scott served as the lead shelter manager prior to becoming the Shelter Director. Ms. Scott has valuable insight and experience working with residents of the emergency shelter.
Chef Connie Crabtree, Culinary Arts
Connie Crabtree developed the curriculum and serves as the instructor for the culinary arts program. Chef Crabtree’s thirty years of management in restaurants and catering businesses, as well as her experience as a culinary arts instructor, has given her the tools she needs to design a course that guarantees students’ success in commercial kitchens.
Pam Poolson, Children’s Program Coordinator
Pam graduated with a degree in Social Work from the University of Maryland, Baltimore County. During her studies at UMBC, in 2006 Pam interned at Baltimore Outreach Services. In her current position, Pam acts as a liaison between the educational provider and parents, to help them understand their options to ensure the best educational environment for their children. She also coordinates the purchase and distribution of school uniforms and supplies and takes the children on educational and fun field trips.
Cathy Wood-Rupert, Director of Job Development
Cathy joined BOS in January 2012 as the Director of Job Development. She works with the women in the shelter assisting them in locating skills training or GED classes, preparing resumes, searching for job openings, applying for jobs and preparing for interviews. Cathy was a founding board member of BOS and has served as Board President. She is a certified Senior Professional Human Resources (SPHR). Her career in Human Resources includes positions as the Director of Human Resources for Jos. A. Bank Clothiers and the Vice President of Employment for Legg Mason. A Baltimore native, Cathy lives in a city neighborhood known as Arcadia with her husband, Joe and son Caden.
The shelter staff includes four full-time shelter managers. A full-time cook and part-time housekeeper complete the shelter staff. Some of our direct-line staff members were residents of our homeless shelter. All of our full-time shelter staff have an employee benefits package that includes health insurance and a pension plan.
Children’s Program Staff
Two teachers staff our after-school program. Anastasia Kezar, LCSWC, our children’s therapist from Johns Hopkins Bayview Medical Center, provides counseling to children and their families as they deal with the stress of being homeless. A certified pediatric nurse practitioner from Mercy Medical Center’s Children Health Outreach Program, visits the children on site, consults about health issues and refers them to medical providers.
